Short Films = Film Festival circuit

Short films are generally made as 'calling cards' into the feature film/tv industry and not marketable products in and of themselves.
Should it be this way? No, but that's just the way it is.
There used to be (and possibly still is) an organization in New York whose name is escaping me now (Independent Feature Project - or IFP?) that put out a yearly catalogue listing all the film festivals across the world, and which ones accept short films in English (keep in mind these festivals are competitive, and do not accept all films sent to them).
If I have the name of this organization wrong, google around and look for a catalogue that lists all the major film festivals in the world - I am sure there are some out there somewhere.

What are the best US independent film festivals?

I'm no doubt biased because I live in Utah, but I think the Sundance Film Festival held in Park City is the best. At very least it can be said that tons of A list celebs make the trek here every year. And if you've never seen the Wasatch mountains that alone is worth the trip.
